Unfortunately, being the setting of a book that is in the making is the problem here. While some fictional settings are notable, a setting from a book that hasn't been published, and consequently hasn't been discussed elsewhere means that it won't pass Wikipedia's notability criteria, especially Wikipedia:Notability (fiction).
