Okay, a couple things:

• How is this different from #4? Is it just re-approval because that was one-time only, or the language difference, or am I missing something?
• Some pages (e.g. User:Cherrylimerickey/sandbox) have both, so it should be sure to not add it twice.

Code updated: if the page does not already contain the the user sandbox template, replace the first occurrence of the standard sandbox template with a user sandbox template, then remove all (remaining) occurrences of the standard sandbox template.
