In the light of the long-time existence of Category:Law enforcement, this is a completely extraneous category that will merely duplicate that category.   • I hear the two terms equally often (Sister city/Twin town). I'd agree that Twin towns could be confused with the US term Twin city for two conurban centres (e.g. Seattle-Tacoma), and since the two terms are equally used, I don't see any reason why we shouldn't keep this one the way it is.
