Image fails WP:NFCC#8, contextual significance, as the presence of the image does not significantly increase readers' understanding of the topic, and its omission would not be detrimental to that understanding. Let me quote the Jazz (Queen album) article:

A bicycle race with nude women was held to promote the album, the single and the "Fat Bottomed Girls" single. This photo was included as a fold-out poster with the album "Jazz". It was also included as an alternate single cover for Bicycle Race.

Queen sold the album with a poster depicting the all-female nude bicycle race staged to promote "Fat Bottomed Girls". A small version of the poster comes with the Crown Jewels box set. This was the first Queen album recorded outside the UK, for tax purposes. Included in the liner notes is the attribution "Thunderbolt courtesy of God", referring to the crash of thunder heard at the end of the song "Dead On Time" which May recorded with a portable audio recorder during a thunderstorm. The album artwork was suggested by Roger Taylor, who previously saw a similar design painted on the Berlin Wall.

Keep - the article did and does explain the image and its relation to the article. The image is essential to describe the topic (a reader who has just heard the song and hasn't seen this image, or the video, won't understand all the fuzz around the song, what kind of nudity was involved).
