The image's NFUR states "This file is to be used to illustrate the long history of the program and to serve as reference to the statement in the "history" section of the article." This is blatantly not allowable under WP:NFCC; images used as references are cited, not uploaded. Violates WP:NFCC#1 and WP:NFCC#8. RJaguar3 | u | t 04:41, 9 January 2015 (UTC)[reply]

Changing the rationale would not help WP:NFCC compliance, as the image is currently being used decoratively as a reference; the image itself is not the subject of sourced commentary.
