The file is the image depicting the aftermath of Faure level crossing accident. The image shows limited information apart from the train and emergency responders — for example, it doesn't show under what circumstances did the train collide with the truck (which can be depicted in a recreated work by other Wikimedians). It is only used as an illustration that can likely be replaced by free media files or simply by expanding the current stub, and its omission wouldn't be detrimental to the Article's understanding. The file shows the flight recorders of the aircraft involved in 2007 Balad aircraft crash, which is only briefly mentioned in 3 sentences, and is not described in the article in detail. The condition of flight recorders are also not critical to the accident, as the key point is the disputed cause: a hypothetical omission will not prejudice the readers' understanding.
