The file is the cover of Coxford Singlish Dictionary, which is currently used on the articles of Singlish, Singlish vocabulary and TalkingCock.com.

For the usages on "Singlish" and "Singlish vocabulary", it it clear that their key purpose is to discuss on the characteristics and words of Singlish, and the file's application is purely a replaceable illustration that does not provide much contextual significance other than raising the point that "there exists a Singlish dictionary called Coxford Singlish Dictionary", and even that point can be clearly conveyed by pure text. The file's application on these articles violates WP:NFCC#1 and WP:NFCC#8.

For the usage on "TalkingCock.com", one should remember that the article's main focus is the website itself. The fact that the website hosts that book doesn't make the cover of the book eligible for fair use on that article, as the book's inclusion is still incidental to the website. One may also compare with the legitimate case where the screenshot is fair used on the article. In such case the file fails NFCC 8.
