Delete: I'm with Aaron Brenneman on this one, this doesn't seem to serve any useful purpose and the author hasn't been active in three years. Userfy it if you must, but I don't think it's worthwhile to keep it. The essential concepts in this page are contained quite thoroughly in plenty of other WP policy and guideline pages.
