• Comment: I'm not an expert on how WP deals with copyright and images more generally, and hence whether this image should be removed, but something needs to be done here. Whoever published and owns the image (the Labour party appears to be the most likely answer), it is certainly not subject to Crown copyright, as the page currently claims thanks to User:Olowe2011, based on their own unlikely and convoluted reasoning, as set out on the Jeremy Corbyn talk page. That user has also, misleadingly, tagged the image to say that a decision has been made to keep it and unilaterally hatted the associated talk page debate. • I note that there is no source listed, so if this is unfree, then the file currently violates WP:NFCC#10a. Since there is no source, we also do not have any evidence that the picture actually is from 1880. User:Andy Dingley, do you have any evidence of this?

In order to be copyrighted, the picture must first have been published between 1923 and 2002 and various extra conditions must also apply. If the photographer is not anonymous and if the photographer was still alive as of 1945 (which is also unlikely), then the picture would also be unfree if the first publication was in 2003 or later. So this is a machine that all histories have as scrapped by (generously) 1885. But of course Wikipedia Knows Best and it might "just" have survived until after 1923. You two really have zero interest in building content, do you? • Keep- The copyright holder has released the file and the contents of the website( see here) to be used or reproduced for any purpose without any modification, it means the files can be use under CC share-alike or it can be replaced with non-free copyright tag or as it is. In addition, even if one request copyright permission under OTRS-permissions it is more luckily to receive the same response. Nice synthesis. The text at the bottom of the image does not say that the image can't be modified. It simply neglects to say that the image can be modified. There could be plenty of reasons for this, one being that the image is only so wide. The original flagger has also stated that this image is not a cause for concern. In general, Wikipedians wishing to follow the spirit in which images are released, need to be well read enough to know that the author Richard Stallman has worked tirelessly toward the same free content goals as the WMF. It is hypocritical for WMF to host thousands of restrictive fully non-free images with fair use rationales but then delete this one for only being 99% free. I'm not claiming that I received permission. I'm claiming that putting the author through this hoop, for permission he would obviously give, is a disservice to the community because he is busy campaigning for causes like ours every day. In general, I think policing licenses if you've never heard of Richard Stallman, is like applying for a WMF job if you've never heard of Jimmy Wales. If you want the file to be kept, you will have to provide evidence that the file is available under a free licence.
