This IP has been blocked for two weeks for edit warring. However, it seems to me that this user is editing over two IPs because I found out that 45.116.181.127 (talk · contribs · deleted contribs · logs · filter log · block user · block log) has agreed with 95.145.130.78 (talk · contribs · deleted contribs · logs · filter log · block user · block log) and has also changed World Enough and Time (Doctor Who) in this IP's way/fashion. I am the admin who blocked 95.145.130.78 (talk · contribs · deleted contribs · logs · filter log · block user · block log) for two weeks, after they resumed from a 24-hour block the day before. I have blocked their talk page access for personal attacks on the talk page. They began editing September 19, with knowledge of Wikipedia policies/terminology, so it does seem they might have edited before under another identity. — Maile (talk) 14:50, 24 September 2017 (UTC)[reply]

• See my comment when closing the 3RR case. From the evidence provided so far, it's not obvious to me that the two IPs are the same person. The 95.* is from the UK while the 45.* is from India.
