The account is clearly the latest incarnation of the IP in question. The IP tried to start this AFD but when they couldn't, they established a new account for the purpose. The IP, though, claims to have another established account with thousands of edits. No idea what that other account is and given the inability to start an AFD, I query whether the claim is accurate or just bluster. Either way, any investigation would require tools I don't have.

- I've looked over the edits between the IP and the named account and it's possible that they're related. However, there's nothing to suggest a violation of the sockpuppetry policy. There's no contributions to the same XfD, 3RR evasion, etc. As for the IP comment about having thousands of edits, sometimes it's just a bluff to try and give their comments the appearance of credibility.
