  My recommendation would be to set up a rangeblock that prevents account creation, but still enables logged in users to edit. So that way, Itailevi00 would be sure-fire limited to ONLY one account (unless he uses a public library). He's doing nothing wrong aside from creating multiple accounts for some unidentifiable reason. If he's losing the passwords to his accounts, he should place his next password in a swipe .txt file (and hopefully no one besides himself sees it).
