If we're looking for similar editing styles, this edit by Latertinsna shows that she uses the same double ".." style as the two accounts that posted "keep" rationales on the AfD. The same thing is done in this edit to Finngall's page. It's not the strongest stuff to go on, but the double period does stand out as a habit.   • In other words, I don't know if it's a West African Pidgin English thing or if it's just something done by one specific person. Pages related to Johncongo use it, but then there's nothing to guarantee that this isn't a case of one person making the Johncongo pages and the Wikipedia pages. (See here, where you see the same punctuation used several times by Johncongo.) I can't really find any true evidence that this is a common WAPE thing and that the Wikipedia article for WAPE doesn't have the punctuation in the grammar sample doesn't help the argument that this is possibly something specific to WAPE grammar for the area. (Note: we can't entirely use Hawaiian Pidgin, as there is a difference in dialects.) I've looked around the Internet and at scholarly sources and I can't find anything to show that this is anything other than a personal quirk by one specific person. If by some chance Laterinsna is a separate person from the two confirmed people, then at the very least this would be a case of meatpuppetry, but the punctuation makes me doubt it. If someone can bring up a page where this punctuation is used by someone unrelated to Johncongo (and wasn't created in the last day or so in the hopes of making this seem legit) then I'll believe that it's just a case of punctuation specific to WAPE.
