Suspected sockpuppets

Don't have any hard evidence per se, but seems a bit ducky to me...

Article PrepInsta was recently created by a new SPA Wishie123. Later, the more established account WikiMann123 took over. When I tried to speedy the article, WikiMann123 removed the speedy request, which they were technically entitled to do, as they were not the article creator. Could it be that Wishie123 was created just for this reason?

I'm also including here Connan.d, who moved this article from drafts to the main space past AfC. That account is about the same age as WikiMann123, and the edit histories are similar (fintech companies etc.), so might be puppetry of some flavour?
