Latgalian language
Removed the phrases "historical language of Latvia" or "vēsturiska valoda Latvijā" from the lead section, because I didn't find them in the Official Language Law referenced in English nor Latvian. Also removed the completely unreferenced section of Language examples, "Common words in Latgalian and Lithuanian, different from Latvian" of which seems to be a case of pseudoscientific language comparison.
