I notice that the article describes him as 'Reverend John West of Launceston, Tasmania'. He did live there, yes, but he'd only moved there 10 years prior, and was born and lived in England until he was 29. 'of Launceston, Tasmania' is a bit ambiguous then, in that it could be taken to implicitly describe his national origin.
