I know that starting in 1995, and for at least several years, ECW Hardcore TV showed in New Orleans, Louisiana. I know of at least 2 different stations which aired it, the primary one (beginning at last in 1995) was Cox Metro 10 *Search for New Orleans), beginning on Sunday mornings (I believe it was 10am or 11am local time) going against WWF/WWE programming at the same time. This show was later shown during the week at night. Then later in the 90s it was also included on WUPL (the local UPN station) at Friday night 1am (Search for New Orleans here as well).

One interesting bit, and I'm not sure how this part could be sourced outside of my first hand personal experience, is that the ECW Hardcore TV show continued to be aired on Cox Metro 10 on repeats even after the company went bankrupt.
