These boats appear to be capable of planing on a broad reach and presumably did so, in spite of the absence of toe straps and absence of mention of planing in the text.
Since a regatta is an occasional event involving several races, I suggest that "1400 regattas" is impossible and should read "1400 sailing races" or "1400 dinghy and yacht races" or something like that.
