The section on usage reads:

But a 1= is needed for the optional comments parameter to work, so it should be:

I've converted this to a section link. I'm well aware there is no "Emailing us" section on this template -- it's linking to a section on MediaWiki:Blockedtext, where there is such a section. The mailto: link encourages people to send messages without reading any of the relevant instructions, which has wasted a lot of time and effort in the past (they get to wait several hours for a "sorry, please send more information" email). If we really don't like a section link (or if we're concerned someone may change the section name) we could also link to a particular span id on the page. I created a vector image specifically to be similar to the current PNG. Although it's not exact, it comes quite close.

I think referring to unregistered users as "anonymous users" is incorrect and confusing. Registered users who do not adopt their real name as their username are also anonymous. In fact, registered users are arguably more anonymous, since their IP address is hidden.
Also, the phrases "anonymous user" or "anon" are often used in a discriminatory way by editors who do not fully appreciate (yet) the value and potential of unregistered users.

is not required for edits to unprotected pages, or pending changes protected pages. You should be able to do this yourself. Use the "view source" tab to open the edit window of the live template; you should then be able to select the template's wiki markup and copy it to your clipboard. Return to the main template page, and at the bottom of the green documentation box, you should find an entry "Editors can experiment in this template's sandbox (create ..." Click the "Create" link; it'll pre-fill with some stuff that you don't need. I've found a group of mobile (changing) IPs, which IMHO should be blocked because they can be used for anonymous edits.
The are also doing antisemitic and pro-Iranian edits:
