Many publications on postrevolutionary Iran state that the 1979 constitution mandated Islamic councils but that the government did not establish them until 1999... (p. 107) Scholars writing about Iran's councils report that elections did not occur until 1999 under Khatami's presidency. They seem unaware of the thousands of nomads' councils and the tens of thousands of village councils, all of the elected decades earliear (in 1979–81). (p. 333)
I guess that the 1979 election was not held in Tehran, where everything is always under spotlight and the political arena is a battleground between major actors, and that's why there is usually no mention of it in the sources. Am I right? Pahlevun (talk) 20:19, 28 February 2020 (UTC)[reply]
I had searched the Kayhan's archive and found a report by Head of Country's Election Office on 27 October which proof election was not held in Tehran and 5 Major cities until that time. It seems you are right. Benyamin (talk) 20:32, 28 February 2020 (UTC)[reply]
