Make sure your draft meets one of the criteria above before resubmitting. Learn about mistakes to avoid when addressing this issue. If the subject does not meet any of the criteria, it is not suitable for Wikipedia.
He might qualify, but this article needs extensive work. At the moment it has long sections, very technical, which only someone in the field will understand. What is not mentioned is that he has a significant number of highly cited papers. Rewrite please, cut the technical details and just focus on his impact in the field (without bragging). Then you will have a chance of passing WP:NPROF.
