edit conflictI assume by "this" you mean Draft:Patrick W. Hitchon. I see five different editors have all said essentially the same things when declining its submission, so I may as well be the sixth. Simply put: you can't "make" something, or some-one, notable by Wikipedia standards. Notability is a quality of the subject, not the article. If a subject is notable, then the coverage is available. If there isn't coverage available, they aren't notable.
The sources you have added are lacking one or more of of three qualities. Either they are not independent (they are produced by the doctor or some institution he is associated with), or they are not significant (e.g., the Science Daily notice about a case report he was one of the authors of (such case reports are not substantially about the doctor and are shared endeavors)) or they are not reliable (e.g., the U.S. News "Top Doctors" listing, a source that has serious methodological problems).
Many editors think this means they should search for and find more sources and just add them to what's already there. Unfortunately, simply throwing more search results at such an article tends not to help in such a case. The sourcing problems are not ones of quantity, but of quality.
