yes, but it will be have to be someone who is not related to you i.e an editor in good standing (new accounts will fall in WP:DUCK), therefore you will have to go to WP:RA or that board I linked you, otherwise you will be blocked from further editing. Hi. I'm quite sympathetic to your aims but repeatedly creating the same article without addressing the issues will not work.
