This does not seem like a notable intersection of nationalities, failing WP:CROSSCAT. The group is unusually small at 500 people to a few thousand, not surprising since Cape Verde is a small nation. The article is one of many iterations of former attempts to create "foreign relations" pages between every conceiveable combinations of countries, as well as ethnicity pages intersecting every nation on earth.
