There is no reliable source coverage of this proposal. This is a discussion that seems to have so far only appeared on Reddit and this article was clearly created by someone who knows very little about the political affairs of either country and probably just assumed that having a similar name is all that counts for anything. - As a note, in the late 1950s up through 1960 there was a movement among the Kongo people for the restoration of the Kongo kingdom. This basically involved the secession of the western portions of the RoC, DRC, and Angola (in the DRC it was viewed as a separatist movement).
