If the Dictionary of Canadian Biography is Canada's "standard national biographical dictionary", as expected by WP:ANYBIO, then the subject is "likely to be notable" (although not definitively/automatically notable) under that guideline. • Comment: Plenty of coverage in Canadian sources, [1], [2], [3] and he has a plaque in London [4], but he's more notable as a local person than anything national...
