Delete - It's just a revision of local zoning bylaws. I see no significant coverage bout this outside of Buffalo. In particular, if this were truly innovative, or notable in some fashion, there would be academic material written by those studying urban planning. -- Whpq (talk) 16:24, 25 July 2011 (UTC)[reply]

Keep - This article as well as its subject matter are both still in their early stages of development. A series of workshops are taking place at various universities throughout the city and region to gather citizen input as well as report the goals of the plan. Keep. I have edited the article for prose and accuracy, and have added external references and links to place the project within its national planning context. I am not the author of the article.
