@Fayenatic london, I think it would also make sense to merge Category:American people by location to Category:People from the United States by state. The former contains categories of people from Washington, D.C. and the insular areas and also contains categories which are present in the latter. I don't agree about a full merge, as "by location" also includes subcats for regions and populated places, but some content can be moved.
