Please see the deletion discussion on SOHO images in commons. One outcome of that discussion was that even though NASA claims free license, that claim is probably invalid because these images are joint NASA/SOHO. SOHO licenses their images as free for non-commercial and educational use only. Because of that restriction, Commons consensus was to delete all the images in their Category:SOHO_images. However, it was also indicated in the Commons discussion that "These files may be re-uploaded in any Wikipedia as fair-use."
Out of respect for Commons consensus, I uploaded this one particular image as fair use rather than free, and did not search NASA for a similar image released under a questionable free license. Stigmatella aurantiaca (talk) 20:44, 12 January 2014 (UTC)[reply]
On Commons, the consensus was that there was no evidence that the images were made by NASA employees. One user also wrote that it may be possible to upload some images under fair use claims to Wikipedia, giving one example on Russian Wikipedia. No idea whether he referred to our local WP:NFCC or only to the local Russian non-free policy. I'll try explaining here. This image is used in the article about the work of a cartographer, to illustrate his style. He uses colour, texture, and coloured borders to convey information on several different but related things in one map, in a way that is clear and not confusing. It is far easier to illustrate this with a small excerpt from his work, than to describe it in words. I claim that this constitutes "fair use".
