The cover of the October 2020 issue of Sky & Telescope features a public domain NASA image. As the added text is unlikely to meet the threshold of originality, that would put the whole cover in public domain. There is a Commons editor who claims that the Commons file under this name from the same individual is "This is a negative from my father, we identified the following as belonging to Deering Johnson." - if that is true, the local file can probably be relicenced or deleted.
