This one might be near the threshold of originality, but unfortunately we have no information on where the threshold lies in Iraqi law.

If it's below the US threshold, it could be tagged as PD-ineligible-USonly, which is commonly used for text logos from countries with low thresholds. The thing is, it is already free in the US because Iraq is not signatory to the Berne convention. The only reason we are here is that consensus has emerged that extraordinarily, for non-Berne signatories we care about copyright status in the source country instead of US copyright status. As I understand it, the only thing we don't accept is ((Copyright notes Iraq)) as a stand-alone tag. The guidance on this, as well as the 2012 RfC on which this is based, are pretty clear in my opinion that we need actual PD status in the non-Berne state itself. This makes sense to me, as the close in the 2012 RfC is not entirely based on the rationale of safeguarding against future membership in the Berne convention but instead sees this as a conflict of laws situation, where Iraqi copyright law is the only copyright law applicable to the case. If you claim that we can't rely on US tags such as ((PD-US-1923-abroad)) or ((PD-ineligible-USonly)), then we can't rely on ((Non-free fair use)) either as that is also a US tag.
