Alexikoua: Elsie doesn't have the copyright of a 1946 photo that belongs to the Albanian state. FutureP: I can ask Elsie to send an e-mail to wikipedia if that's necessary for the photo to not get deleted, but it belongs to the Directorate of Archives. To put it in more simple terms you can visit the Directorate in Tiranë and ask for access to all public archives and as soon as you get the access you can use any of their documents(even if it is a document of 2010) for any non-commercial use.--— ZjarriRrethues — ^talk 09:42, 2 April 2011 (UTC)[reply]

What has Elsie got to do with anything? Elsie isn't the copyright holder, so he can't do anything to release this thing either. What we need is a statement from the archive, or relevant info from its catalogs, telling us what the copyright status is. It may be PD or it may not be. You seem to be under the mistaken assumption that everything that's held by a state archive is automatically state property in terms of copyright, and then, that this magically means it's public domain.
