The Ministry does not claim that Diyarbakir is made up of Azeris, it says the Turkish spoken there has commonalities with Azeri Turkish, which is a fact. Diyarbakir is not a uniquely or historically Kurdish city so there is nothing surprising about this. Blatantly incorrect; largest Kurdish populated city in Turkey is Istanbul. It has both the largest Kurdish population in the world but also the largest city in the world with a significant (more than a few hundred) Kurdish population. If "Kurdish-populated" means only Kurdish or historically Kurdiah that is also incorrect since Diyarbakir has historically been a mixed city with Turkish governance since the 11th century.
