The template was added after Btvs97 also created Draft:Iflac: The International Forum for the Literature and Culture of Peace using very promotional language, content copied from blogs and other sources associated with the topic, and did not respond to questions about their possible COI. That user's contributions to this article (this for example) have been of a similar type - promotional in nature and raising questions about COI. The article as it stands still contains plenty of unsourced content added by the editor.
