Support per nom. Incredibly WP:SMALLDIFFS. No primary topic for either name, especially combined with the fact that they could very, very easily be confused with Robert Mueller (a more widely known individual users might be searching for but misspelling). Both versions ("u" and "ü") should redirect to a dab page. (EDIT: maybe move "Robert Muller" to "Robert Muller (United Nations)" per Bagumba below.) Interestingly I hadn't noticed the modification on the hockey player but even still I weakly support that move given the footballer gets 720 views which is below 10x. The reason I only weakly support the hockey move is that most English speakers won't understand diacritics and even those that do its difficult to type them but anyone who does search with them is likely looking for a topic with that name but as noted we have the footballer and also the German Wikipedia has several other people with diacritics.
