I cleaned it up a bit more, but the real issue is that in my opinion he has not accomplished anything that Wikipedia considers notable, even if referenced. For example, elected politicians may warrant articles, but rarely true for people appointed to positions. If the next reviewer Declines the draft you may want to consider abandoning this effort.
