No evidence of notability. A single ref acknowledges his role a interim Vice Chancellor at Shivaji University but nothing else. Searches reveal Wikipedia mirror sites, acknowledgements of his time as vice chancellor from some academic sites, plus a Facebook mention from a Rotary Club in Singapore. Fails WP:GNG
