@Compassionate727: While I enjoy classical music, I don't general write Wikipedia articles on the topic, let alone on modern orchestras, so I don't actually know what kind of sources one would normally use to establish notability, but I think being the sole representative of Hyogo Prefecture in the Association of Japanese Symphony Orchestras [ja] would be an achievement worhy of a standalone article. I personally would prefer that we didn't have standalone articles on subjects that do not (and probably never will) have their own articles in paper encyclopedias, but the community doesn't agree with me on this and I've made my peace with that. Anyway, a search for the name of the orchestra in quotes didn't show up much because a lot of articles about the orchestra, not the venue, refer to them as the resident orchestra in the Hyogo Performing Arts Center, but the Kobe Shimbun did a piece about their outreach mini-concerts in elementary schools and special needs schools (which seems vaguely encyclopedic but could not be included in the article on the Center because it specifically doesn't take place there),[2] the same paper printed an article commemorating the orchestra's 100th concert and their "world-class conductor" Yutaka (?) Sado, claiming that their concerts attract unusually large audiences (I've honestly not been to a classical concert in Japan where more than 50% of the seats, much less 80, were filled),[3] and the Nikkei Shimbun had a piece that (admittedly briefly) compared the performing culture of the orchestra to that of the Osaka Philharmonic.[4] Hijiri 88 (やや) 09:40, 29 May 2018 (UTC)[reply]
I should note that your explanations of why the sources matter are erroneous (although you probably were just trying too hard). What noteworthy things the orchestra has done do not matter; that the orchestra is covered nontrivially does. As it is, we have sufficiently established that the orchestra is indeed notable.
