The result of the discussion was retarget to Wikipedia:Non free content#Policy. Participants are fairly split between not considering that this is an issue anyway, or retargeting to the actual policy page, or refining it to the section of the guideline that transcludes that same policy. Nothing to prevent you from getting started on the draft, and then making sure it is edited every six months between now and when it becomes an article. But it should not be a redirect.
