Strong Keep as there is a significant degree of coverage unique to that person. While the main article is good for the encyclopaedic purpose of covering the event, individual kidnappings may still meet the requirements for inclusion. To over-exaggerate, if a movie star had been kidnapped, a separate article may have been created to allow for full coverage; while this is obviously an exaggeration and some kidnapped persons are definitely not notable enough for separate article, this one clearly is.
