WP:CLUB says that "Individual chapters, divisions, departments, and other sub-units of notable organizations are only rarely notable enough to warrant a separate article." PPIA is an arm of a state-level organization - since even the state-level organization isn't apparently notable enough to have its own article, why should the political arm?
