Nominator's rationale: Underpopulated stub category created for just one article with no indication of WikiProject approval. As always, stub categories are not free for just any editor to create on a whim for just a small handful of articles -- the minimum size bar for a stub category is 60 articles, and for that reason stub categories have to be authorized by Wikipedia:WikiProject Stub sorting before they're allowed to be created. But there's just one article here, which isn't enough to warrant a dedicated category. And while there are a handful of other articles related to Bougainvillean politics sitting in the parent Category:Papua New Guinea stubs, there are nowhere near 59 of them, so there's no evidence that this can be populated enough to earn admission.
