The water stamp 世纪杂志 already indicated the copyright was owned by the magazine Chinese: 世纪; lit. 'the Century', the re-published version by China Daily did not indicate it has CC license. Matthew_hk tc 11:03, 17 November 2017 (UTC)[reply]

After a brief research, Chinese: 世纪杂志社; lit. 'the Century Press' is a imprint of Central Research Institute of Culture and History, so China Daily republish it legally, as both were owned by the government. (as well as china's web portal, as well as yahoo, often re-publish copyrighted material). However, it does not indicate it was free to use in wikipedia.
