It is not an official publicity still. Because of previous ones not being CC Licensed by CBS, her producer took this photo on his cell phone about a half hour before the broadcast yesterday and sent it to me to post under a cc license. Margaret did not like the older photo that was there originally, not the one of her on the phone someone replaced it with.
I work for CBS News. I know I can't upload photos CBS holds a copywrite to, especially after a conversation with User:GRuban last week. I specifically asked her producer to take a still using his cell to avoid using an official CBS owned image. The sarcasm, while understood, is a bit much, isn't it?
Since the the original uploaded photo was removed, I presumed a personal photo taken by a normal person who emailed it to me with permission would be fine. I didn't realize the release was still needed for such a photo. Hence why I instructed him to take a personal photo.
So no: you were perfectly clear on clarifying what resembled a copyrighted image. However, I didn't apply that mentality to a personal cell phone photo. I wonder if the photo wasn't taken on set if the same conversation would have ensued.

File is tagged with ((Non-free promotional)), but right above license there is a statement saying "Below tag is used since one is needed, but there is no evidence that the image is copyrighted. It applies only if there exists a copyright on the image". So, the first question is whether needs to be non-free content. If not, then the license should be updated accordingly and the non-free use rationales replaced with ((Information)) because freely licensed or public domain images do not need to have such rationales. Changing the copyright license from non-free, but leaving the rationales will create a conflict, and possibly cause the file to be tagged with ((wrong license)).
If the file needs to be treated as non-free, then only the non-free use in Canaan Banana for primary identification purposes seems appropriate. Even though the file does have non-free use rationales for each of its use, just having a rationale does not make the particular use policy compliant per WP:JUSTONE. The use of the file in the other two articles (University of Zimbabwe#Notable faculty and former faculty and President of Zimbabwe#Presidents of Zimbabwe (1980–present) is a type of non-free use typically notconsidered acceptable per WP:NFTABLES and WP:NFLISTS because it is decorative and lacking the context required by WP:NFCC#8 and the minimal use required by WP:NFCC#3. Non-free images are pretty much never allowed to illustrate individual table or list entries and a link to the stand-alone article where the file can be seen is considered sufficient per WP:NFCC#1. I don't see how the use in the articles about the office and the university are exceptions to what is commonly allowed in such cases. So, if the file is non-free, then keep in "Canaan Banana", but remove from "University of Zimbabwe" and "President of Zimbabwe". -- Marchjuly (talk) 11:26, 30 April 2018 (UTC)
