WMF's latest strategy document shows successes, vagueness, and the need for better data

The Wikimedia Foundation this week released a State of the WMF report, a 53-page "snapshot" of where it is and where it wants to go in the future. The Signpost was provided an advance copy of the report, which senior communications manager Juliet Barbara told us "is primarily a retrospective document, with some foreshadowing for only the 2015 calendar year ... the primary audience was internal, but we planned to make it public from the very beginning". By contrast, the 2015–16 annual plan, in preparation, will be a detailed look at the WMF's goals, budget, and staffing plan. State of the WMF, the subject of a just-released Wikimedia blog, is billed as part of a strategic process—"not as a set of goals or objectives," it says, "but rather as a direction that will guide the decisions for the organization".

This less tangible goal is reflected in the text. It shares much with the tenor of corporate strategic statements, which have evolved to favour positive, general information over specific commentary and self-analysis. This is not to say that the 53 pages lack specifics, but rather that the message is often expressed in relatively vague terms (Product will be "working with community champions in various projects"), compared with its promise to offer "data-based results, project impact, challenges, and how our work ties back to our mission." Rather than "a transparent and candid reflection on our accomplishments, opportunities, and challenges", parts of the document are surprisingly evasive when it comes to detail, and in many places hard for outsiders to test against the facts. While there was explicit information, there were also coded messages ("a shift in focus from money and process to impact and non-monetary support").

This was all to be expected in a document that is an assemblage of submissions by each of the WMF's eight departments. Whether intended or not, this has resulted in a mild sense of defensive competition among departments to present their best face rather than exposing themselves at an early stage by announcing solid initiatives in what appears to be a pre-annual-report think-tank.

Whether explicit or implied, the theme of inadequate data is lurking in a number of places throughout the document, to the extent that in some respects the organization seems hamstrung by it ("An overwhelming percentage of project knowledge is not available as structured data"; "The Wikipedia Zero team needs to understanding [sic] potential alternative metrics"). Barbara responded to this proposition: "the need to collect and use data to make decisions is a major theme of the report [and] we are formalizing that commitment as an organization." We asked the Foundation's chief communications officer, Katherine Maher, what steps the WMF will be taking to resource and guide its data acquisition, given the apparent importance in the document of better baseline and ongoing data:

Engineering and product

The report is the first strategic statement by the Product and Engineering team in its restructured form—originally announced in November 2012. The new arrangement, a refocusing as two separate departments, is "to ensure development of best practices", according to the new executive director Lila Tretikov. The former head of both functions, Erik Moeller, continues his work as vice president of the product and strategy side, and deputy director of the WMF, while Damon Sicore now leads the engineering side. Based on this shift in responsibilities, the State of the WMF 2015 provides two separate reports on these functions.

Reflecting the increased usage of mobile devices around the world and on Wikimedia wikis (20% of all editors made their first edit on the mobile site, at least 40,000 made at least one mobile edit a month), a main focus of the WMF in the past year was on mobile engineering. Besides a rewrite of their mobile Android and iOS apps, the engineering team created a new user interface for older browsers with limited or no JavaScript support, and shifted towards librarization of the code and a service-oriented architecture in general; a specific advance was improvements in PDF rendering, especially for non-Latin script languages. Since December 2014, the open-source virtual machine HHVM executes programs written in PHP, which led to strongly decreased page load and saving times (see image). This release was made possible through a partnership with Facebook. However, a study on new editors' behavior has shown no evidence that HHVM increased the number of edits saved or reduced the time spent on the same amount of edits as hoped for; more research is needed to reflect whether or not these goals were achieved elsewhere. Two more developments support readers and authors: a long-expected and long-prepared new search function, based on Elasticsearch, was deployed in late 2014, and a content translation tool was launched in early 2014 to allow editors to quickly create a new language-version of an article, including sources.

The Engineering Community team co-organized several hackathons and tech talks, and participated in outreach programs such as FOSS Outreach Program for Women and Google Summer of Code. The team coordinated the replacement of the bug management tool Bugzilla with the software development platform Phabricator. The entire engineering department is now supported in fulfilling their commitments by a new team practices group. While the Foundation successfully responded to outside security threats such as the Heartbleed bug and the POODLE attack, the Signpost considers the security engineering department to be understaffed. However, a new engineer is currently being hired to address security issues.

The product team focused on the mobile challenge by releasing rewritten apps, with several new engagement features, such as in-app editing, offline reading, collapsible infoboxes, contextually relevant images, and a short description of the topic at the top of the articles taken from the corresponding Wikidata item, and a "read more" feature. Between Apple and Android, the Wikipedia app boasts a six-million-strong active userbase and an average rating of 4.0–4.5 out of 5 by users. A new mobile Web interface was launched that makes Wikipedia easier to read and edit on a mid-sized screen with the help of a new mobile version of VisualEditor. The Signpost notes that the upload of images to Commons through mobile web upload caused massive spam of non-free and abusive images that got deleted. The desktop version of the Visual Editor was enhanced with table editing and adding citations and reached more than 5 million uses in 160 Wikimedia wikis; it will be rolled-out to all major projects and platforms in 2015. The analytics team has provided critical data and systems for measurement. Some other tools have been developed: the communication tool Flow that allows contributors to watch single sections on talk pages has been enabled on some Wikipedia project pages on the French and Catalan Wikipedias, and will replace LiquidThreads pages, the new contribution stream WikiGrok, and the Media Viewer.

Because the Media Viewer was deployed with too many bugs, this Flickr-like multimedia browser caused negative reactions from many contributors. In a lessons learned section, the WMF reflects on successes and mistakes in developing the browser, including the lack of tools to get productive feedback from the community, and the absence of a clear metric for success. The report does not mention the superprotect issue, which resulted in a storm of heated discussions in the communities, including a letter that was signed by about 1,000 contributors, and media coverage, particularly in German outlets. The Foundation admits that such "expensive and slow" changes impacting desktop users led to an aversion to working on desktop issues and a shift to mobile development; but both areas, the document concedes, need further improvement.

On the mobile side, the WMF intends to create new ways to participate in Wikimedia projects, given that MediaWiki does not display edits and authors outside of the article histories—will there be something like WikiTrust or the Article Monitor? Concern is expressed on the desktop side that external projects like WikiWand would oust the Wikimedia Foundation in its function as operator when design changes "clash with edge cases or with editor-focused functionality":

Just how this will affect the editing community is unclear, but Product and Engineering is planning to strengthen community input into product priorities and develop update and feedback channels. Still, one consequence could be the disabling of admin changes in favor of a code-review process in the MediaWiki namespace, as proposed in Phabricator.

The document reveals concern about the low availability of structured data in the Wikiverse and therefore a lack of consistency in styling. Neither its support of Wikidata, mainly developed by Wikimedia Germany (e.g. with WikiDataQuery), nor their joint plans on Structured Wikimedia Commons are mentioned. Neither is one of the WMF's most invasive actions, the current Single-user login finalization. While on the one hand, unifying all accounts is the basis for long-anticipated improvements like global watchlists, global notifications, and efficient Flow implementation, on the other hand it requires forcible rename actions to resolve naming-clashes. Wikipedia Zero

Wikipedia Zero may be in trouble. A major initiative designed to deliver Wikipedia gratis to millions of people (currently about 400 million) in the developing world, the "State of the Wiki 2015" document revealed that the program is facing "major challenges" in its implementation. The document reveals disconnects between the Wikipedia Zero team and the WMF as a whole. For example, the team accuses the Foundation of "not dedicat[ing] resources" to its target audience in the Global South, and believes that adoption rates have been less than expected because the WMF does not advertise the product. This problem, which results from the trademark policy and the Wikimedia community's long-standing opposition to advertising, is exacerbated by a lack of organic growth—a matter that Katherine Maher, the Foundation's chief communications officer, told us could come up for discussion. Furthermore, between phone carriers and Wikipedia Zero, zero-rating programs are becoming less popular to carry. Perhaps worse:

These come on top of months of criticism about Wikipedia Zero with respect to net neutrality. The WMF's former talent and culture officer Gayle Karen Young told the Washington Post that the WMF has a "complicated" relationship with the ideal: "Partnering with telecom companies in the near term ... blurs the net neutrality line in those areas. It fulfills our overall mission, though, which is providing free knowledge." The WMF has defended itself by pointing out that they do not pay carriers, nor offer it as part of a bundle; but carriers are already beginning to chafe under these restrictions. Net neutrality activists take issue because, as the Washington Post wrote: "This preferential treatment for Wikipedia's site helps those who can't afford to pay for pricey data—but it sets the precedent for deals that cut against the net neutrality principle of non-preferential treatment for any website."

Related to the net neutrality concern is the recent Wifione arbitration case. Wifione, a long-time Wikipedia administrator, was banned from the site this February after a long-term campaign to enhance the reputation of the Indian Institute of Planning and Management, a controversial for-profit business school. Newsweek credited Wikipedia as being a major factor in the school's recent prosperity: "For poor students from rural areas of India, Wikipedia was often the only source of information they could use to research which business school to attend. ... In 2013, IIPM got an unexpected boost for its page [from] a new initiative launched by Jimmy Wales's Wikimedia Foundation ... The program, Wikipedia Zero, launched in India and other parts of the developing world." E

Fundraising

The most important news is that the Foundation met its fundraising goal for the 2014–15 financial year six months ahead of schedule. The year-end total will considerably exceed fundraising goals this year, continuing the Foundation's marked upward trend in revenue. In 2013–14, "the Fundraising team raised $52.6 million, exceeding the annual plan by 5%". For the current year ending June 30, Fundraising aimed to generate $58.5 million. That total was reached on January 7, six months ahead of schedule. $32.3 million was raised in the December 2014 campaign alone. The "mobile full screen banner increased donations by 250% over the 2013 banner format." Donations from the December email campaign were up 20%.

The Foundation "intentionally exceeded [its 2014–15 goal] to prepare for future challenges", suggesting that internal goals differed from those publicized. What are these future challenges? Banner-driven revenue is tied to pageviews. The WMF is concerned that "all traffic is trending down in the countries that have traditionally been our core financial contributors. If this trend continues, our model will be challenged in 2015."

In the US, total pageviews dropped 8.6%; in Belgium and the Netherlands they dropped by 30% and 31%, respectively. Traffic is up in countries like India (+13%) and Iran (+168%), but this is not where significant funds are raised ("90% of funds come from North America and Europe"). These drops in pageviews in the US and Europe are not shocking to the WMF: "it's consistent with general mobile engagement trends ... people tend to have shorter sessions on mobile devices and often use these devices to find quick facts on the go, whether using Wikipedia or other services. Having this baseline data is important for our product and mobile teams. As traffic continues to shift from desktop to mobile, this data helps our teams better understand reader and editor behavior on mobile devices."

The decline in traffic "may be linked to readers accessing Wikipedia content off-site, for example via Google's Knowledge Graph or Facebook". In addition, the shift from desktop to mobile, including in the US and Europe, means that on average banners are less productive: "According to our projections, our revenue from our year-end English fundraiser would have decreased by 43% had we run the same campaign as last year ... We need more effective messages to produce the same result."

To meet future challenges, the Foundation aims to grow "income channels, including mobile, email, foundations and major gifts" and to develop "new channels for reaching existing and potential donors." Continuous year-round research, testing and feedback will continue, and the next six months will see email campaigns in Hebrew, Swedish, Hungarian, Norwegian, Spanish, Catalan, Chinese, Portuguese, Brazilian Portuguese, and Ukrainian. The vice president of partnerships will "develop and oversee strategic collaborations with key partners in the free knowledge movement." AK

Talent and Culture

2014 was, in words of the report, a "year of change" at the Foundation. The Talent and Culture department, tasked with maintaining this change in staffing terms, is a fanciful name for what would otherwise be called "human resources (HR)". The Talent and Culture team is in a transitional phase at the moment: this month saw the departure of its head, CTCO Gayle Young, and the on-boarding of COO Terence Gilbey, now serving as its temporary CTCO. Just as the broad strokes of the talent and culture team's reporting allude to transition, the team itself is in such a state.

There are several references to designing and pursuing a "culture shift", defined to be the use of "process levers" to "work to build desired culture attributes more robustly". What these levers and attributes are is left unclear; this year's strategic report will likely reveal more details about what this means, as well as about an allusion, not explicitly defined, to the need to construct a rung of "second-level leadership" in the WMF. When Sue Gardner was hired in 2007 she was given the rare opportunity to grow into her role: when she arrived the Foundation spent just $3.5 million per year; by the time she announced her intent to leave it the organization the annual fundraiser was bringing in almost that much money per day. The Foundation had grown in that time from a ten-person staff and a fistful of servers to a multimillion dollar public-facing non-profit with 160 employees, 100 of whom arrived in just the two immediately preceding years. The growth has not stopped: today the WMF has a $58m budget and a staff of more than 280. Gardner was faced with the organizational challenges of building a robust outwards-facing organization and expanding the staff; Tretikov faces a different challenge—to make it run better, using her very different background as a tech executive with five patents and a skillset in understanding and managing technology and engineering. The growing pains that come with such a pivot are the likely underpinnings of the "culture shift". R

Communications

The most interesting aspect of the communications team's reporting could be regarded as a runaway success: last year's relaunching of the WM Blog (formerly the WMF blog). The blog published 306 posts and reached 84,589 monthly unique visitors, allowing and encouraging the community contributions to site content as "a global storytelling tool for the communities" where previously it had served solely as a route for corporate communications from the Foundation itself.

At the same time Communications is aware of a need to improve its own core reporting capacity. A thread recycled in other parts of the document by other departments (grantmaking in particular) is the need for the communications team to, in its own words, grow "core team capabilities to support more strategic and far-reaching communications activities"; in summarizing its activities for the year 2014 the communications department states that "the team worked to shift its focus from reactive to proactive communications ... being told broadly, accurately, and with compelling messages." Legal and Community Advocacy

Based on the report, last year was a busy one for the Legal and Community Advocacy (LCA) department. It assisted in the drafting and release of several new policies and revisions, including updates to the terms of use and privacy policy, and guidelines on releasing information to third parties such as the police. LCA played a role in releasing Wikimedia trademarks and logos under free licenses. Behind the scenes, LCA was available 24/7 for handling emergencies, and responded to an average of one threat of harm communication every three days; it characterized that rate as "infrequent".

More publicly visible, LCA administered the contributors' defense fund at least twice—the report highlights an incident involving an administrator on the Greek Wikipedia—to defend contributors from legal action stemming from legitimate editing of the encyclopedia. LCA was also responsible for streamlining some internal WMF communications processes aimed at improving efficiency.

Global censorship is on the rise especially in countries with large populations of Wikimedians including Russia and even some states in the European Union. There is also growing support for "copyright reform".

In early 2015, community advocacy was consolidated into the new Community Engagement department, headed by former WMF deputy counsel Luis Villa.

Despite the purported successes, there are misgivings. One appears to be the inability or unwillingness to take on the child protection function from the English Wikipedia's Arbitration Committee, the subject of repeated requests to the WMF. This raises questions as to whether Community Engagement should prioritize putting child protection in the hands of trained, paid professionals rather than volunteers with no formal training who were elected by the community to perform an entirely different role. Wikipedia's identity crisis

William Beutler, author of the blog The Wikipedian, commented about the use of the phrase "identity crisis", which appears no less than three times in the report. In the Communications section: "The identities of Wikimedia, Wikipedia, other projects, and the Wikimedia Foundation are unclear from a branding perspective." He writes: "Concern in the document about the naming of Twitter accounts and Facebook pages speaks to a larger dilemma. Wikipedia's massive success has made it a household word, but the more inclusive term 'Wikimedia' has never enjoyed the same level of recognition. As a movement that wishes to encourage outsiders to join its project, Wikipedia (Wikimedia?) needs to pay close attention to how it communicates about itself.

"Different solutions have emerged: in GLAM, the term "Wikipedian-in-residence" is used, even as the WiR is likely to be interacting with Commons or other Wikimedia projects. The Wiki Education Foundation, by the very act of naming itself, acknowledged the lamentable fact that a lot of people simply call Wikipedia by the term "Wiki". And so do many Wikipedia editors, although most are careful enough to lowercase it, e.g. "wiki editors".

"Obviously, the proliferation of terminology owes a great deal to the complex nature of the Wikimedia movement, and can be a source of confusion within as much as without. What to do about it? Two potential solutions emerge, long and short.

"Just as the Wikimedia Foundation maintains a well-developed set of visual identity guidelines, it should eventually spearhead the creation of a stylebook to straighten things out. When in doubt, when in public, say "Wikipedia", and reclaim the twenty seconds you would have spent explaining the difference to your puzzled conversation partner." WWB

Wikipedia's conceptual barrier

The Fundraising section stated that "mobile traffic increased by more than 60%, while desktop traffic remained flat or declined [in 2014] ... The overall decline in traffic may be linked to readers accessing Wikipedia content off-site," like Google's Knowledge Graph or Facebook. Engineering and Product discussed the challenge faced by software like WikiWand: "Third-party reader interfaces develop more quickly than Wikipedia's reader experience can change."

Lately, it seems that an increasing portion of Wikipedia's readership is viewing the encyclopedia without actually accessing the encyclopedia or fully participating in the Wikipedia experience. This is not limited to mobile traffic or alternative software; it happens with the main driver of traffic to the encyclopedia, Google. For example, in a 2012 study of undergraduate use of Wikipedia in the Journal of Academic Librarianship:

While these particular users are visiting the encyclopedia itself, they are not using it as an encyclopedia—just as one of many pages that appear in a Google search.

The common denominator is that these users are readers, not editors. The second group will always be a smaller subset of the first, but these technological changes and usage trends threaten to widen the gulf between them. Wikipedia Zero may expand this gulf exponentially, turning large untapped parts of the world into a mass of passive Wikipedia readers without any real ability to edit the encyclopedia in a serious way. This gulf threatens more than just fundraising and traffic statistics. The wider the gulf, the more difficult it is to recruit and retain editors and to maintain the quality of the encyclopedia.

For all the branding of Wikipedia as "the encyclopedia that anyone can edit", most people think of Wikipedia as something someone else edits and never think of seriously contributing themselves, much like people don't give any thought to how all that movie data gets into IMDB or who puts all those cat videos and memes in their Facebook feed. For them, it is utility that pumps information into their life from Internet Co.™ as long as the bills are paid, not a community garden that they should help tend.

In terms of technology and access, the real cause of this gulf is conceptual. Many people do not think of encyclopedia editing as something they can or want to do, or lack the necessary self-confidence to think they might contribute to an encyclopedia—a kind of self-doubt that is absent in ideologues of all stripes, which is why they appear so frequently on Wikipedia. If anyone's equipped to deal with issues of information creation, access, and dissemination, it's librarians. But librarians with many years of professional experience can be completely befuddled by simple Wikipedia concepts or freeze up before hitting the submit button to make a minor edit. If they are not able to navigate this conceptual boundary, then we're definitely not doing enough to make it possible for potential editors in general. By their very nature, vandals and hoaxers cross boundaries with ease; the Wikimedia community have to figure out how to get everyone else to traverse this conceptual boundary as well.

Wikipedia was created by people who believed they could change the world through technology—and they have. But now that Wikipedia is an institution, the Foundation has to move beyond technical and into conceptual change if they are going to meet the challenges of the future, and insure that editors will continue to join us in maintaining this institution. On February 12, Jumpolin, an Austin, Texas, piñata store owned by the Lejarazu family was bulldozed on the orders of the property owners, F&F Real Estate Ventures, with the store's inventory, including numerous large handmade piñatas which sold for as much as $200, and family possessions still inside. The story of the store's destruction, with vivid descriptions by the family members of how the construction workers gave away their piñatas to random passersby, widely circulated on social media and subsequent events sparked outrage.

F&F, owned by Jordan French and Darius Fisher, purchased the building in October 2014. The Lejarazu family, who had two years remaining on their lease, began to receive notices from F&F regarding minor violations and claims of unpaid rent. F&F claims that the family was notified about the bulldozing and was behind on their rent, while the Lejarazus assert they had paid their rent and had no advance knowledge of the demolition. The store immediately became a symbol of the changing racial dynamics of the city; it was in a predominantly working class Latino area of Austin that is in the process of mostly white gentrification.

The preexisting tensions due to gentirifcation were inflamed by comments French made to CultureMap Austin. He said of the Lejarazu family, "Probably their livelihood was selling helium and stolen bicycles. They weren't making a living selling piñatas; they were selling something else. I don’t want to speculate what that is." While attempting to frame the bulldozing as a civic improvement, he said, "Say you have a house that was infested by roaches. You have to clean that up." This comment was widely perceived as being racially derogatory.

F&F planned to use the property as a parking lot for an event that was part of the South by Southwest festival in March. The event's host, Splash, pulled out following the bulldozing. F&F offered to let a food truck use the property for free, but the offer was refused. There have been calls for boycotts of other properties and ventures involving the F&F duo, and Texas state representative Eddie Rodriguez has submitted a bill to increase penalties faced by landlords in cases of wrongful evictions.

French and Fisher were the duo behind Wiki-PR, a consulting firm which marketed Wikipedia editing services. After the Signpost and other news outlets revealed that they used more than 250 sockpuppet accounts on the English Wikipedia, they were banned from editing in 2013. French and Fisher changed the company's name to Status Labs, an "online reputation management" firm. French resigned as CEO of Status Labs on March 26, and the company posted an open letter addressing the controversy. Fisher remains as president of Status Labs.

Newsweek reports on Wifione arbitration case

Newsweek has published a long article (March 24) about the Wifione arbitration case (see previous Signpost coverage). The case concluded that Wifione, a Wikipedia administrator, was manipulating Wikipedia to favorably promote the Indian Institute of Planning and Management (IIPM) and its founder Arindam Chaudhuri and added negative material to the articles of competing schools, and may have used as many as 60 sockpuppets to do so.

Last year, the High Court of Delhi ruled that MBAs offered by IIPM were not accredited and that they had engaged in misleading advertising. IIPM was also the target of a series of investigative reports by Careers360 and The Caravan, references to which were removed from Wikipedia by Wifione. Because of this, Wikipedia became a "primary marketing tool" for IIPM. Newsweek noted "For poor students from rural areas of India, Wikipedia was often the only source of information they could use to research which business school to attend." This was especially true of users of Wikipedia Zero, the Wikimedia Foundation initiative to offer free mobile access to Wikipedia.

Many graduates of IIPM were unable to find work with their degrees, or found jobs that paid much less than the jobs they thought they would get thanks to IIPM's marketing campaigns. Some of them even ended up working as low-paid teachers for IIPM itself. Careers360 quoted one student: "My parents re-mortgaged their farm to pay for this degree. I'm just too scared to tell them it was a fraud. It's better they just think I have an MBA. It would break their heart."

Careers360 publisher Mahesh Peri told Newsweek that Wikipedia was to blame. “In my opinion, by letting this go on for so long, Wikipedia has messed up perhaps 15,000 students’ lives. They should have kept track of Wifione and what they were doing—they were just so active." Arbitrator Roger Davies explained the difficulties of tracking users like Wifione. “Wifione got away with it for so long because it was cleverly done. It was only with the aggregate view, taken over many years, that you can see what's going on in cases like this." Tonda Vejvancicky (Vejvančický) added "Often nobody notices, or nobody cares. French parliamentary bill found to have plagiarized Wikipedia

The International Business Times reports (March 31) that a bill before the National Assembly regarding official recognition of the Assyrian genocide, No. 2642, was found to have plagiarized from the French Wikipedia. The bill, proposed by Valérie Boyer and 13 other legislators of the conservative Union for a Popular Movement (UMP), sought to draw parallels between the 1915 massacre of Assyrian Christians by the Islamic Ottoman Empire and the current day persecution of Christians by the Islamic State of Iraq and the Levant. The plagiarism was discovered by a parliamentary assistant of the rival Europe Ecology – The Greens party who noticed the hyperlinks in the text cut and pasted from the Wikipedia article and posted the discovery on Twitter with the hashtag #Epicfail. Boyer claimed they had the Wikipedia content vetted by experts. A Boyer staffer told BFM TV that "There is very little information about the genocide and we are not experts. So, rather than inventing information, we had an expert check those we had available."

TruthRevolt targets another editor

Last November, the conservative blog TruthRevolt complained about a Wikipedia editor on the Lena Dunham article. Dunham had threatened legal action against the blog for a post about her memoir. (See previous Signpost coverage) Now, the blog has published a post (March 27) targeting editor Jonathan Schilling (Wasted Time R) and claiming the article on Hillary Clinton gets "special protection". Schilling received some media attention for his work on the articles of US politicians during the 2008 presidential election, including an article in The New Republic. TruthRevolt highlights parts of this media coverage regarding the removal of vandalism and the documentation of positive aspects of Clinton's career, but omits any mention of Schilling's work on negative aspects, such as "the Norman Hsu affair", or the numerous politicians of the opposing party whose articles he has helped bring up to Featured Article status, including John McCain and Mitt Romney. On Talk:Hillary Rodham Clinton, Schilling said "It's safe to assume that I admire some of these people and don't admire others, that I would vote for some of these and not for others...But I don't think you can tell which is which by looking at the articles."

"My Wikipedia page is completely wrong"

In The Telegraph, Michael Deacon celebrated (March 28) the fact that he has a Wikipedia article, created in December as a two sentence stub. He lamented, however, the fact that those two sentences contained at least three major factual errors about his life. Deacon ponders the dilemma he faced:

I could always correct it myself, under a pseudonym, but then I run the terrifying risk that people will discover I did it, and think me pathetically vain. While this impression may be accurate, it’s not one I especially want to encourage. After all, they might add it to my Wikipedia biography.

Deacon also admitted to vandalizing the Muhammad Ali article in November 2006 with the fictional claim that a species of rose was named after Ali, a claim that remained in the article for over eight years until it was removed following the publication of Deacon's article. Deacon's Wikipedia biography has since been expanded to include five sentences and seven citations, including one to the Telegraph article.

• Jumping the gun: The Northern Star reports (March 31) that the article for Tamara Smith, newly-elected Greens Party member of the New South Wales Legislative Assembly, has her assuming office two days before the March 28 election.
• Edit stage right: The Huffington Post interviews (March 31) singer and composer Drew Gasparini, who expresses surprise that he has a Wikipedia article. Gasparini found "many inaccuracies" in the article and noted that he did not, in fact, write a musical called His Bag On My Chin. This was removed from the article and other (what are hopefully) corrections were made by an IP editor four days before the publication of the interview.

• Budget cuts: Vulture points out (March 26) that on the March 25 episode of CSI: Cyber, firmware source code seen on screen is actually the HTML of the Wikipedia article firmware.
• Panic! on the Twitter: Hollywood Life reports (March 26) on the social media laments of fans of the band One Direction, already distressed by the recent departure of Zayn Malik, when the Wikipedia article on the band was changed to add Panic! at the Disco guitarist Ryan Ross as a replacement member.
• Foundation media appearances: Jimmy Wales appeared on the March 20 episode of On the Media to discuss the Wikimedia NSA lawsuit. (See previous Signpost coverage.) Katherine Maher, Chief Communications Officer, Wikimedia Foundation appeared on the March 25 episode of The Stream on Al Jazeera to discuss Wikipedia editing by IP addresses assigned to various world governments.
• Know your Bhutan: In January, a bizarre Spoken Wikipedia reading of the article Bhutanese passport widely circulated on social media. (See previous Signpost coverage.) The file was deleted from Wikimedia Commons on March 25 following a deletion discussion, but it has been immortalized through its own page (March 24) on Know Your Meme. YouTube hosts a number of remixes of the original, such as this one. This week's Traffic Report has the article at #1 as a result.
• The credit we deserve: In a book review in Private Eye (March 20), the magazine quips "The book is littered with egregious howlers that wouldn't last more than half an hour on Wikipedia."

• Forrest Highway (nominated by Evan37) The Forrest Highway is a road in Western Australia. It's the road Perth's identities and standover men take when they need to go Bunburying. Don't ask why, you'll get a snotting. Although the distance between Perth and Bunbury is 480 furlongs, the road is only 60 miles long, which is weird as all distances in Australia are measured in kilograms. The highway passes through Mandurah at high speed and arrives at Ravenswood before you can ask the question "Why have I come here?" Nothing has happened in Ravenswood since 1970. You can leave a long streak at John Tognela Rest Area.
• United States Sesquicentennial coinage (nominated by Wehwalt) The Sesquicentennial coinage was issued to commemorate the 150th anniversary of the United States Declaration of Independence in 1926. It consisted of two coins, a silver half dollar and a gold quarter eagle (face value $2.50). The half dollar had jugate heads of George Washington and Calvin Coolidge. Coolidge is the only living President of the US to appear on a coin: it's been illegal to depict living people on US coinage since 1866. Though Dorothy Parker said, when told that Coolidge had died, "How can they tell?". So maybe "Silent Cal" is the Schrodinger's cat of Presidents.
• SMS Dresden (1907) (nominated by Parsecboy) Sunk by the British so its pet pig could be stolen and brought to Glasgow.

• Serbian Christmas meal (created by Petar Milošević, nominated by National Names 2000) This is the typical Christmas table for the Serbian celebration of Christmas- grilled pork, cucumber salad, buckwheat, chocolate fudge and a bottle of wine. This entry doesn't lend itself to jokes that aren't incredibly bad. As bad as the migraine one gets from red wine and chocolate.
• Pietro Stanislao Parisi with Family (created by Giuseppe Tominz, nominated by National Names 2000) Hmmm… nothing about P. S. Parisi… let's see what it says about Giuseppe Tominz. Aha! Tominz' paintings are "realistic, sometimes with an ironic touch...[they] also included objects that hint at the profession or the lifestyle of the person depicted." Right. So… Mrs. Parisi has a husband who's a bored stiff, a daughter who's a horticulturalist, and a son who's a jewel thief. The spaniel has just realised that he has to spend the rest of his life with these bourgeois bores. Behind them the evening sun sets on the Fighting Temeraire, hinting that Mr. Parisi is a hawker of firewood.
• Melted tip of a hafnium electrode (created by Alchemist-hp, nominated by The Herald) Hafnium. Forget gold, invest in hafnium- it's going to be pretty scarce, as reserves are projected to run out in under ten years from now. Only 70 tonnes are produced worldwide in a year, and the price has risen from $1,500 per kilo in 2011 to $5,000 today.
• The Torment of Saint Anthony (created by Michelangelo, nominated by Brandmeister) Michelangelo was only 12 years old when he painted this Torment of Saint Anthony. Although he copied the motif from a print by Martin Schongauer, the young artist changed the expression on St Anthony's face, added fish scales to one of the beasts, and set the whole menagerie in a riverine landscape. The painting was previously attributed to the workshop of Domenico Ghirlandaio, and was sold as such by Sotheby's. The winning bidder had old varnish and paint stripped off, revealing the lost masterpiece. It hangs in the Kimbell Art Museum, next to a companion piece, Puella Ludit Pila by the Spanish artist Martín El Liot.
• Mike Dirnt (created by Sven0705, nominated by Crisco 1492) Mike Dirnt is an American musician, real name Michael Ryan Pritchard, whose stage name was derived from the noise he made while playing air guitar. Dirnt dirnt dirnt dirnt dirnt. If he'd played air cat organ he'd be Mike Meow.

• Basaltic Prisms of Santa María Regla (created by Diego Delso, nominated by National Names 2000) One of the thirteen natural wonders of Mexico, the Basaltic Prisms of Santa María Regla are near the town of Huasca de Ocampo. They were formed about 2.5 million years ago, when a 30-metre-thick flow of basalt from the Sierra de Las Navajas entered the Tulancingo river. Slow cooling of the basalt allowed the formation of pentagonal and hexagonal columns, which today line the walls of a gorge with two waterfalls.
• Oath of the Horatii (created by Jacques-Louis David and Anne-Louis Girodet de Roussy-Trioson, nominated by Hafspajen) This painting "stresses the importance of masculine self-sacrifice for one's country and patriotism". Louis XVI made David paint this scene, with the intention that this old Roman tale be transformed into an allegory about loyalty to the state and to the king. If you think the brothers' salute looks somewhat familiar, well… their honour was called loyalty.
• Graziella (created by Jules-Joseph Lefebvre, nominated by Crisco 1492) Graziella, poor Graziella, bored witless by darning nets. She is the heroine of a novel by Alphonse de Lamartine, based "on the author's experiences with a tobacco-leaf folder". Lamartine changed the heroine's occupation to that of fishing, which is good, else Lefebvre would have had to paint her holding a wilting tobacco leaf. [Ed: Carrots again? You must have good eyesight as much as you mention them.]
• Marie Leszczyńska (created by Carle Van Loo, nominated by Hafspajen) Marie Leszczyńska owed her position as queen of France to her father's "hopeless political career"- he was king of Poland for five years, until the Swedes, who had installed him, were kicked out of the country. She and her family were moved from place to place till they ended up in Alsace. Meanwhile the fifteen-year-old Louis XV of France's balls had dropped; he was engaged to be married to an eleven-year-old Spanish princess, but he fell ill, and the French feared that he'd die before he had produced an heir. So the engagement was broken off, and he was married to Marie. They had ten children, with the heir being Louis the Dauphin- but he died before he became king. Three of the Dolphin's sons became king themselves- Louis XVI who lost his head, Louis XVIII who snorted snuff from a countess's cleavage, and Charles the X-coriated.
• Christiansborg Palace (created by Julian Herzog, nominated by Nikhil) Looking a bit like a historic insane asylum, some would consider such a building to be a traditional prison, you would be close: This rare image of a government whose branches all get along with each other is actually a panorama of "Christiansborg Palace" consisting of 5 frames that were merged. The palace is the house of Denmark's three supreme powers: the executive power, the legislative power, and the judicial power. It is the only building in the world that houses all three of a country's branches of government.
• Bedroom in Arles (created by Vincent van Gogh, nominated by SchroCat) A small trapezoidal room in a yellow house in Arles; pale violet walls, chairs and bed "yellow like fresh butter", the bedsheets "lemon light green", a scarlet bedspread, a green window. No shade or shadow, just abundant colour.
• John Murray, 4th Earl of Dunmore (created by Joshua Reynolds, nominated by Adam Cuerden) A man in a kilt, looking left, walking right, and with enough offensive ironmongery to start a curio shop in Peebles. Note the basket-hilted sword, the flintlock pistol with its typical Scottish-style hilt, and a dirk. The hairy thing between his legs is the sporran scrotum No! It's the sporran. The scrotum is always hairless on a kilt-wearer. Oh, you haven't looked up enough kilts, then. This is the Earl of Dunmore, setting off to fight his war against the gallus Indians.
• Short-spined crown-of-thorns starfish (created by Matt Kieffer, nominated by Crisco 1492) Probably a better choice than a long-spined crown-of-thorns starfish for your upcoming underwater Good Friday diorama, but it's probably best to ignore the Biblical reference and not do an underwater diorama: To quote the article, "Distinctly hungry individuals of A. planci [the short-spined crown-of-thorns starfish] will feed on a range of animal tissue." Your scalp is made of animal tissue.
• Yugoslav dinar and Yugoslav krone (created by American Bank Note Company et al, prepared and nominated by Godot13) The krone was a short-lived currency, introduced in those parts of the former Austria-Hungary which had been incorporated into the Kingdom of Yugoslavia. There were 4 krone to the dinar, the latter being the currency unit of Serbia. The krone went out of circulation by 1922, leaving the dinar as the currency of Yugoslavia. The dinar has a picture of a naked man and a locomotive wheel; they are having an affair. Above him are the spirits of ice cream cones, goldfish bowls, and corkscrews, representing the three major industries of the nascent kingdom. The krone has four naked cherubs representing the four joys of life; picking grapes from a road sign, holding sheaves of corn between the legs, pointing out where you're going on your holidays, and practising for the staring competition.
• George Sand (created by Nadar, nominated by Alborzagros) George Sand was a French novelist and memoirist. Sand was born in Paris, but was raised at Sand's grandmother's estate at Nohant. Sand used Nohant as a setting in many novels. George Sand's first novel was Rose et Blanche of 1831. The heroine is one Rose Primerose, who says "Je ne puis être votre maîtresse, car je vous aimerais peut-être, et ce serait aimer le vice" ("I am not your mattress, and if you say I am I will ***** your ***** in a vice"). Sand's second novel was Indiana of 1832. The heroine is one Indiana Delmare, who says "Votre esprit comblera le vide, ma chère tante" ("Your spit has blocked the bidet, my expensive taunter"). Sand's third novel was Lélia of 1833. The heroine is one Lélia d'Almovar, who says things that would brûler vos deux oreilles en congé. Sand went on to write many more books, including one about a holiday Sand had with a busker in the Balearics.
• Le Grand Canal (created by Claude Monet, nominated by Alborzagros) Unlike his much-less-popular work Le Grand Root Canal, an impressionistic depiction of dentistry in reds and greens and screams, Le Grand Canal is in pastel colours and depicts Venice. The wooden pillars sticking up are for docking, and in the background can be seen the Doge's Palace, where Don Alhambra waits in order to reveal one of the Venetian gondoliers as the one true king of Barataria. Well, two-in-one true king...
• Ntozake Shange (created by Barnard College, restored and nominated by Chris Woodrich) Ntozake Shange is the author of a play that has one of the modern stage's most parodied titles, for colored girls who have considered suicide / when the rainbow is enuf. No one is going to make fun of it here, however, because this is not the appropriate time or place for that sort of thing. Besides, it was made into a film by Tyler Perry, so she's suffered enough. By way of consolation, Shange has won an Obie, a Guggenheim Fellowship, a Pushcart Prize, and even has her own trading card.
• USS Essex (CV-9) (created by U.S. Navy, restored by Julian Herzog, and nominated by Pine) The U.S. Navy aircraft carrier USS Essex (CVA-9) takes spray over the bow while steaming in heavy seas. She was launched on 31 July 1942 by Mrs. Artemus L. Gates, assisted by her daughter and two nieces. Mrs. Gates smashed a bottle of champagne on the bows as the Essex slid down the ways. Bouquets were presented by Rear Admiral K. H. Van Kuren. The Essex steamed to the Pacific in May 1943; she was decommissioned for the last time in 1969 and sold for scrap in 1975.
• The Conversion of Mary Magdalene (created by Paolo Veronese, nominated by Hafspajen and Crisco 1492) The scene that the painting The Conversion of Mary Magdalene depicts, is an event that is not described in the Bible or the Golden Legend. Martha and Mary Magdalene are in the Temple where Jesus is preaching. Veronese (1528 – 19 April 1588) was a Italian Renaissance painter based in Venice, famous for large history paintings of both religious and mythological subjects. If you're near London, UK plan a visit to The National Gallery.
• Self-Portrait at the Age of 34 (created by Some hack named Rembrandt, nominated by SchroCat) Rembrandt's pose was likely inspired by a featured image from last week, Titian's A Man with a Quilted Sleeve. This proves that Rembrandt is a dirty, filthy plagiarist, and all his work should now be ignored.

The Report is more of a mix of random topics than usual this week. The top spot is taken by Bhutanese passport, a Wikipedia article which contained a crazed spoken word version which drew widespread attention. New U.S. presidential hopeful Ted Cruz took the second spot, beating out the departure of a member of One Direction (#3) in the news race for the week. And the crash of Germanwings Flight 9525, which was also the most recent most-edited article, took #6.

It was all no doubt a "joke", as the original author and audio recorder User talk:KuchenZimjah also created an draft article (now deleted) called "Maximums Edgar Snobbery", which was absurd.
2	Ted Cruz		1,161,829		Appearing on this chart for the first time, U.S. Senator Ted Cruz announced on March 23 that he would be running for the Republican party nomination for U.S. President in 2016. Cruz, who only joined the Senate in January 2013, is a fairly controversial figure in American politics. A darling of Tea Party types and a much-disliked scourge of Democrats, Cruz will no doubt be generating more headlines in the future.
3	One Direction		1,096,203		The departure of Zayn Malik (pictured) from the massively popular boy band on March 25 caused the celebrity-focused parts of the internet to explode.
4	Emmy Noether		1,083,073		A Google Doodle on March 23 celebrated the 133rd birthday of this influential German mathematician. She has also been described as the most important woman in the history of mathematics.
5	Lee Kuan Yew		1,025,828		The first Prime Minister of Singapore, recognized as the founding father of modern Singapore, died on March 23.
6	Germanwings Flight 9525		820,043		On March 24, 2015, this passenger flight from Barcelona to Dusseldorf crashed in the French Alps, after co-pilot Andreas Lubitz intentionally descended from the plane's cruising altitude, with the captain locked out of the cockpit. All 150 people aboard the plane were killed. There have since been almost daily revelations in the German and English press about why Lubitz committed this atrocity. A number of countries have since issued new regulations requiring two authorized personnel to be present in the cockpit at all times, something already required by U.S. carriers.

New edits-by-mail option will "revolutionize" Wikipedia and its editor base

The Wikimedia Foundation (WMF) will announce later today that it will begin accepting edits by mail for all of the projects under its scope, including Wikipedia and the Wikimedia Commons. They believe that this move, coming as part of a long-held goal to open up editing to anyone, will "revolutionize" the site by opening up the Wikimedia sites to more potential editors. The initiative will begin on the English Wikipedia, with others to follow soon after.

Details of how this edits by mail initiative will be implemented were not fully revealed as of publishing time, but the WMF's tech ambassador Pennaninn Quell told the Signpost that it will involve post-office boxes posted in many major countries around the world. Letters sent to them will be forwarded to the WMF's San Francisco office by next-day airmail, paid by the organization. "Mail has the disadvantage of taking days rather than seconds," Quell wrote. "We want to limit this competitive disadvantage where possible, and we are easily in a financial position to fully commit to this project." Edits will be processed by a newly created WMF department, which will be given its own C-level head. As a significant demand for this service is expected, a high number of new staff members is expected.

The WMF hopes that this new system will open editing of the world's largest encyclopedia to over 90% of the world's population, and estimated that edits could jump by 10% or more: spokesperson Rowland Hill told the Signpost that "mail has the potential to reshape the 21st century." These numbers are a welcome boost to the quantitative-heavy metrics frequently cited by the WMF, and are in part based in survey results that show that more people have more familiarity with Esperanto than wikimarkup, which is currently the only way to edit the English Wikipedia without knowing how to manipulate user preferences.

Hill noted that using the familiar mail system will allow people to sidestep learning the complicated syntax, a significant portion of which has been in use since the site's inception in 2001—a time when the concept of social media did not exist, Altavista and Lycos were actually popular, and the World Trade Center still adorned the New York skyline. The vision is to reverse Wikipedia's long-declining pool of active editors.

The WMF went on to emphasize that as an intended side-benefit, sending in edits by mail will provide greater security for its users. They believe that this arrangement has the potential to open up a paradigm shift in the WMF's relationship with the US National Security Agency, which the WMF has accused of snooping on its employees and users' communications. "Submitting edits by mail would force the NSA to physically open thousands or millions of letters each day," Hill said. "Analog mail will provide greater security against their 'dragnet' surveillance practices than the current digital system."

As of publishing time, editors of the English Wikipedia have created a request for comment, which looks certain to oppose the proposed new policy. "The barbarians are already at our doors," stated one user without apparent irony. "They will compromise the integrity of the encyclopedia."

In related news, to present the best face to these newly enfranchised editors, the WMF has announced plans to fundamentally redesign the English Wikipedia's main page. As of publishing time, English-language Wikipedians have mobilized in force against this attempt to modernize the main page for the first time in nine years, as they have done several times previously. One editor opposed the measure by calling it a "vanity project": "we don't need readers to read us anyway," forgetting why they originally joined the site in 2004. E

• Office wiki: In a surprise move, the WMF cut off all edits to its official wiki this morning to suppress its community's edits. Each editor received an email plainly stating that "administrator access by the accounts of those who are neither staff nor board will be disabled, effective immediately." E
• Time travel guide: Wikivoyage has created a guide for travelers sailing on the waves of time. Among other helpful advice, "Be aware of applicable import restrictions. In the 21st century, an amphora bought on a Roman market or even a typical flag from 1930s Germany will likely land you in trouble."
• Financial rescue package: Wikimedia Germany has announced that it will be taking over all continental European chapters. Board chair Tim Moritz Hector told the Signpost that overspending by several chapters is becoming a chronic problem, and must be resolved for the sake of the Wikimedia movement as a whole. European integration is an obvious option, he said; among the savings will be those from merging the activities of the current German, Austrian, and Swiss chapters, which all serve the same WMF German-language sites. According to Hector, the new European chapter, run from Berlin, will finally be able to stand up to the Foundation through sheer size. Negotiations with the UK chapter are ongoing, prompted by that organisation's recent budgetary problems. A WMUK spokesperson told us bluntly: "No way, they can butt out. The Wikimedia Commons' annual Picture of the Year contest has concluded. The contest has been held since 2006 and "aims to identify the best freely licensed images from those that during the year have been awarded Featured picture status". The first 53 top-voted entries were disqualified because they were all nude.

First place: Rolling out VisualEditor.

Second place: An early Wikimedia Foundation board meeting.
