  In answer to your first question, what happens is the article is created at a title with "upcoming" before the subject has a (confirmed) release date and is moved when release is confirmed/happens. Because not everybody finds out about this immediately and it takes a while for links to be updated, etc. we leave the redirect in place while people are still using it so they can find the content they are looking for. How long that takes varies, with some being abandoned after only a couple of days and others retaining utility for many months (although most are between these extremes).   It definitely gets used a lot especially in British English, on about the same level as Noughties And I'm not sure what else it could refer to - tents perhaps? The 1910s get referred to by names such as the "First World War decade". The terms Nineties and Twenties each refer to both the 1890s and 1990s and the 1920s and 2020s. There are by all means other decade labels that are actively used at present for more than one decade - the Twenties meaning both now and the "Roaring Twenties", the Nineties still evoking both the 1990s and the Naughty Nineties. The Noughties and Tenties refer exclusively to the first two decades of the 2000s (century), the equivalent decades of the 1900s (century) largely being called other names relating to the British monarch or the World War that predominated each decade.
