By the sixties of the 20th century, not only in Uzbekistan, but also in the organizations and enterprises of the construction industry of the Central Asian republics, there was a significant need for highly qualified architects, builders and engineers with deep knowledge in the field of architecture and construction.
Therefore, there was a need to establish a higher educational institution in Uzbekistan on architecture-construction. In 1965-1966, work was being done to establish a separate independent Institute of Construction by merging the existing Faculty of Architecture, Faculty of Industry and Civil Engineering, and Faculty of Agricultural Engineering at the Tashkent Polytechnic Institute. The work being carried out in this regard was accelerated by the terrible earthquake that occurred in Tashkent in 1966 and the large-scale damage caused by it. On the basis of the Governmental decree No.367 of the Republic of Uzbekistan in 1966 and the order No.307 of the Ministry of Higher and Secondary Special Education on July 15, 1966[2] , Samarkand State Architecture and Civil engineering Institute (SamSACEI)[3] was established in Samarkand city.
The reason why SamSACEI was established in the city of Samarkand is, firstly, the earthquake in Tashkent and its consequences; secondly, the fact that Samarkand is one of the ancient cities of Central Asia with a history of 2750 years, its culture is highly developed, rich in unique architectural monuments; and thirdly, Samarkand has been a center of knowledge, science and culture since ancient times. Based on the order No.307 of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan on July 15, 1966, the initial admission plan for the 1966-1967 academic year at SamSACEI was approved for 525 students in the full-time department. The admission plan was divided according to Programs as follows: 100 students for Architecture program; 350 students for Industrial and Civil Engineering program; and 75 students for the Construction economics and Construction organization program.
525 students admitted to the Institute under the above-mentioned three programs were attached to the Faculty of Industry and Civil Engineering. So, SamSACEI started its educational process on October 1, 1966 with 1 faculty, 7 departments, and 3 administrative units. 7 departments established in the first academic year of the Institute were Higher Mathematics department; Physics department; Chemistry department; History department; Descriptive geometry department; Building materials department; Painting, Arts and Sculpture department.
Based on the relevant decree of the government, all buildings belonging to Boarding School No.19 in Samarkand city were completely given to SamSACEI. In addition, on the basis of order No.307 of the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan on July 15, 1966, the tasks of starting the design work and financing them for the creation of the campus of SamSACEI from 1967 were also determined. Taking into account the respect of the Uzbek people for their great scholars, scientists, and well-known historical figures of the past, as well as in order to perpetuate their sacred names, SamSACEI was given the name of Mirzo Ulugbek according to the decree No.198 of the Council of Ministers of the Republic of Uzbekistan on May 3, 1967. And it became Samarkand State Architecture and Civil engineering Institute named after Mirzo Ulugbek. In order to bring SamSACEI to the level of prestigious higher educational institutions in the republic, Abdurasulev Rahmon Rakhimovich, a specialist with many years of experience in the architectural and construction organizations of the republic, was appointed the first rector of SamSACEI.
November 8, 2022 is a historical day for Samarqand davlat arxitektura – qurilish universiteti[4]. According to the Presidential decree No.416 of the Republic of Uzbekistan [5] “On measures to further improve the personnel training system in the field of architecture and construction” the Institute got a status of University and became Samarkand State Architecture and Construction University named after Mirzo Ulugbek (SAMDAQU)[6]
